2024 Feb 21 - Changes to Evidence functionality

The following 2 changes to the Evidence functionality in the Planner

The ability to add Notes to Evidence. This could be in addition to an Uploaded file or Link or you can also now create Evidence consisting of a Description only.
- Why may you want to do this?
  - You wish to embellish the Evidence with comments.
  - To explain why a particular skill has been selected at a particular level, especially if an approval has been requested, and so the Approver can understand the selection.
Previously if a skill was already associated with Evidence, it would not be made available for association with new Evidence. The restriction has now been removed. Skills may now be associated with multiple sets of Evidence.
- Why may you want to do this?
  - Evidence can very likely be pertinent a number of skills, including ones that already have Evidence associated with them.
